The Town of Fort Mill is informing residents about recent updates to South Carolina state law governing the registration, operation, and safety requirements for golf carts. These changes are designed to enhance safety and ensure compliance across communities statewide. Please note that the Town has not adopted a local ordinance regarding golf cart use at this time.
Registration & Permits
Golf cart owners are now required to register their carts through the South Carolina Department of Motor Vehicles (SCDMV). Owners must provide proof of ownership and insurance and pay a $5 registration fee. The permit decal issued by the SCDMV must be renewed every five years or when the owner's address changes.
Operator Requirements
Anyone operating a golf cart must be at least 16 years old and hold a valid driver’s license. While operating the golf cart, drivers must carry the vehicle’s registration, proof of insurance, and their driver’s license at all times.
Default Rules (in the absence of a local ordinance):
• Golf carts may be driven only during daylight hours
• Operation is limited to secondary roads with posted speed limits of 35 mph or less
• Carts must remain within four (4) miles of the address listed on the registration
• Carts may cross highways with speed limits over 35 mph only at intersections
Passenger Safety
In a significant update to passenger safety regulations, all children under 12 years old are now required to wear a fastened safety belt when riding on public roads.
The Town of Fort Mill encourages all golf cart owners and operators to review these new regulations and ensure they are in compliance to promote safe and responsible use in our community.
