Annexation and Rezoning
What is Annexation?
Annexation is the process of bringing unincorporated (York County) property into the Fort Mill town limits. Benefits of annexation may include access to and/or reduced water and sewer rates, higher levels of fire protection and law enforcement, trash and recycling pickup, among others.
Annexation and Rezoning
Since York County and the Town of Fort Mill have different Zoning Ordinances and zoning districts, the zoning district of the property prior to annexation will be different from the zoning district of the property after annexation. Therefore, the property will go through a rezoning process at the same time it goes through the annexation process.
- A Transportation Impact Analysis (TIA) is completed for the proposed annexation / rezoning project. For more information on getting started with a TIA, please contact Penelope Karagounis, Planning Director, at 803-835-1160.
- Property is requested for annexation / rezoning (click here to find our application forms and fee schedules).
- Town staff review the application for compliance with the Zoning Ordinance
- The Planning Commission reviews the request and makes a recommendation to Town Council
- Town staff post the property to notify citizens that a public hearing will be held at Town Council
- Town Council will hold a public hearing and hold two separate readings of an ordinance to review and determine whether or not the annexation / rezoning ordinance will be approved.
