Please be advised that South Carolina Department of Environmental Services (SCDES) has launched a new epermitting system for land disturbance permits.  As of 4/7/25, all land disturbance projects that require SCDES approval will need to be entered into the epermitting system. 

In preparation for this, applicants are required to create an account on the SCDES website. Please follow the links below to create your account.

We recommend setting up your account as soon as possible so that you have adequate time for the Certifier Agreement to be approved by the State.

Once the account and project are created, please add psilva@fortmillsc.gov to the project being submitted for review. This will allow us to upload the Town of Fort Mill approval once the review process is completed.

Please note - If you resubmit for Stormwater Plan Review twice and still do not meet the appropriate requirements, listed in the Civil Plan Submittal List, on your third submittal you will be charged a second plan review fee. Your submittal will not be reviewed until the second fee has been paid. All fees are listed in the Plan Review Fee Schedule.

IF YOU DO NOT SUBMIT A COMPLETED AND SIGNED  LAND DISTURBANCE SUBMITTAL APPLICATION YOUR PLANS WILL NOT BE REVIEWED. IF YOU DO NOT MEET ALL REQUIREMENTS ON THE CHECKLIST YOUR PLANS WILL NOT BE REVIEWED.
